Construction of the new airport remains ahead of schedule - with only 36% of the time allotted on the heavy civil construction portion of the contract used, the project is currently 46% complete.
Walbridge, the company slated to build the terminal building and all support buildings was scheduled to be on site this week.
Preparation of the terminal building pad is complete and it is ready for construction to begin. Walbridge is just waiting on the Notice to Proceed from the Airport Authority Board, which is expected any day.
The project is moving forward on all fronts. Currently:
- The stabilized sub grad for the terminal parking lot area is complete, the curbing for the lot is ongoing and the limerock base is nearly 60% complete.
- Curbing on the loop road is ongoing.
- The General Aviation area access road is being final graded.
- The flight line storm sewer is 85% complete.
- On Runway 16-34, the asphalt base layer was scheduled to start going down on October 10, 2008. Concrete paving on the runway is expected to begin on November 11, 2008.
- The earthwork on Taxiway D is 97% complete, with the stabilized sub grade 65% complete. The limerock base is nearing 50% completion. Asphalt paving is anticipated to start October 10, 2008.
- The security fence around the perimeter of the airport is 46% complete.
- Earthwork on the perimeter road is nearing 85% completion and the stabilization of the sub grade is ongoing.

Beazer Homes, a top 10 national homebuilder has announced the grand opening this weekend of its signature model homes at Whisper Dunes, a new community just a half mile from the Gulf.
Grand Opening hours are from 10 a.m. to 6 p.m. Saturday, Oct. 18 and noon to 6 p.m. Sunday, Oct. 19. With prices beginning in the $170,000s, Whisper Dunes is located on 78 acres on West Back Beach Road, five minutes from Pier Park and just 3 miles west of HWY 79.
One and two-car garages are available and all homes are three bedrooms with 2½ baths, with some floor plans having an owner’s suite on the first floor.
Beazer has kept and aggressive construction schedule since beginning the project in April and expects the first homes to be ready for move-in within the next six weeks, according to Matt Brandman, president of Beazer’s Northwest Florida Division. Designed for both permanent and seasonal buyers, the first phase will include 44 homes and once complete, Whisper Dunes will include 156 town homes and 222 single family attached villas ranging in size from 1,500 to 2,000 square feet.

The construction of the new Panama City - Bay County International Airport is ahead of schedule. The entire 1300 acres of the initial footprint is cleared with crews ready to start paving the main entry way from Highway 388 in the next couple of weeks.
The recent approval of the state budget that included $12 million from the state will fund the first extension of the runway. Day one of operation for the new airport will include a full 10,000 foot runway. In addition, all the preparatory work will be done so that when they need to lengthen the runway to the full 12,000 feet, it will take a mere matter of months.
The entire site consists of 4,000 acres that can be used for the airport and all future expansions with a total 1,300 acres permitted for construction right now. Phase I will include a primary runway of 10,000 feet and a secondary cross-wind runway of 5,000 feet. The primary runway will run almost due north at 340 degrees with the secondary at around 50 degrees.
Currently, clearing and grubbing of the entire 1,300 acres is almost complete with grading already taking place for the runways and road entry way from Highway 388. There is an almost 60 foot elevation difference between the south and north part of the new Panama City Airport property. The grading process will level the road and runway by scraping up dirt from the north part and dumping, flattening and compacting it on the south part of the property. Huge trucks drive back and forth every day slowly completing this process.
Timelines
The grading of the runways and road entry ways is on schedule to be complete late summer/early fall with the paving to begin immediately upon completion of grading. Paving should be complete by fall 2009.
Vertical - the construction of the terminal, air traffic control facilities, safety facilities, air cargo building, maintenance facilities, rental car facilities and the fuel farm - is set to begin fall 2008 and should be complete by late 2009 or early 2010.
Construction of the general aviation area should begin early 2009 which will include the corporate hangars, private hangars and FBO’s. The two current FBO’s at the current airport are planning to move when the new airport is operational. They are Sheltair and Precision AvJet.

The dire headlines coming fast and furious in the financial and popular press suggest that the housing crisis is intensifying. Yet it is very likely that April 2008 will mark the bottom of the U.S. housing market. Yes, the housing market is bottoming right now.
How can this be? For starters, a bottom does not mean that prices are about to return to the heady days of 2005. That probably won’t happen for another 15 years. It just means that the trend is no longer getting worse, which is the critical factor.
The next question is: Even if home sales pick up, how can home prices stop falling with so many houses vacant and unsold? The flip but true answer: because they always do.
In the past five major housing market corrections (and there were some big ones, such as in the early 1980s when home sales also fell by 50%-60% and prices fell 12%-15% in real terms), every time home sales bottomed, the pace of house-price declines halved within one or two months.
The explanation is that by the time home sales stop declining, inventories of unsold homes have usually already started falling in absolute terms and begin to peak out in “months of supply” terms. That’s the case right now: New home inventories peaked at 598,000 homes in July 2006, and stand at 482,000 homes as of the end of March. This inventory is equivalent to 11 months of supply, a 25-year high — but it is similar to 1974, 1982 and 1991 levels, which saw a subsequent slowing in home-price declines within the next six months.
